Adaa: Government KPI and Performance Management Platform

Overview

Built from an empty repository in 2020 as the sole developer and still in production six years later. The hard parts are hierarchical KPI cascades, multi-level data scoping with delegation, and role-based access control layered on top of that scoping.

Key Outcomes

• Built from an empty repository to production in 2020 as the sole developer, covering the SQL Server schema, the .NET service layer, the Angular UI, and the IIS deployment.
• Six years of continuous production, releases, and hotfixes, and I still own it today.
• Implemented hierarchical KPI cascades with data scoping across organization, org unit, team, and individual employee, including delegation between users.
• Layered role-based access control over that scoping, so an authorization check resolves both the permitted action and the data scope it applies to.
• Ran background job pipelines on Hangfire and tuned SQL Server queries and stored procedures for dashboard-heavy screens.
• Delivered bilingual Arabic RTL and English LTR interfaces across every module.
• In production at three government entities: Dubai Land Department, Dubai Corporation for Ambulance Services, and Awqaf Dubai.
